WHAT GOES INTO A HIP?
Each pack MUST contain:-
1. AN ENERGY PERFORMANCE CERTIFICATE (EPC) If you have bought a new electrical appliance recently, you will have seen something similar. A graph with A in Green at the top, down to G in red at the bottom, with the A's using less energy.
The HIP versions are a little more sophisticated - they have two scales:-
I. Energy efficiency - an indication of the overall efficiency rating of a home. The higher the rating, the more energy efficient it is.
II. Environmental impact - your home's impact on the environment in terms of carbon dioxide emissions as well as the potential for improvement. The higher the rating, the less impact it has on the environment.
In addition, each scale has two entries - "Current" and "Potential" - one for the property as it is now, and one for how the property would perform after recommended improvements were made. Each rating is based on the performance of the building itself and its services (such as heating & lighting), rather than the domestic appliances within it (e.g. washing machines etc). The certificate also takes into account the age, location, size & condition of the building when providing a rating and suggesting improvements. EPC's can only be prepared by a fully qualified and accredited Home Inspector or Domestic Energy Assessor.
2. A SALES STATEMENT A document showing the address, whether it freehold, leasehold or commonhold, whether registered or unregistered (anything sold in the last few years will have been registered, but this only became mandatory in the last ten years), whether the property will be sold with vacant possession, and who is selling it.
3. STANDARD SEARCHES These must include the charges certificate from the Local Authority, any other records, i.e. planning decisions or road-building schemes and must include information (in a particular format) about who provides drainage and water to the property.
4. EVIDENCE OF TITLE Where a property is registered with the Land Registry, this must be the most recent copies of the Property Register, the Proprietorship Register, the Charges Register (if there is one), and an official copy of the title plan. Where the property is not registered, then other documents will need to be provided, including a Certificate of Official Search from the Land Registry.
5. LEASE INFORMATION (for leasehold properties) A copy of the lease or leases, any deeds of variation and other leases or licenses that are relevant to or affect the title.
6. AN INDEX - showing what's included & what's being collected An Index of what is included in the HIP. If any of the required documents are missing, the Index has to give a reason why, and show what steps are being taken to find them.
